Updates the intro of the docs landing page (
docs/index.md) to match the new SpatialData specifications site:spatialdatalibrary, and links the specifications for the language-independent definitions of datasets and their on-disk representation.The specifications site is live at https://spatialdata-spec.scverse.org/. The spec landing page links back here (scverse/spatialdata-spec#56).
